Emeka Okwuosa is a seasoned engineer, administrator, entrepreneur and a visionary with over 35 years of experience in the following areas: maintenance and operations, teaching, wireline logging and interpretation, seismic acquisition, processing and interpretation, pipeline engineering, procurement and construction (EPCIC), project management, drilling and drilling services. Some of these activities span Europe, North Africa, West Africa, Gulf of Guinea/Central Africa and Indonesia.
Emeka worked in various capacities for Schlumberger in positions that spanned Field Engineer to Technical Manager in the following parts of the World; Europe (Pau, France, Scotland), North Africa (Libya), West Africa (Mauritania, Senegal, Cote D’Ivoire, Ghana), Gulf of Guinea/Central Africa (Nigeria, Benin Republic, Cameroun, Gabon, Congo and Angola) and Indonesia.
Emeka is passionate about development of human capacity in high technology areas of Oil and Gas Industry. This is being achieved via various schemes that have been instituted through the companies that he has founded and runs.
Together with other key practitioners in the Oil and Gas Engineering, Exploration and Production sectors, Emeka was instrumental to the enactment of Oil and Gas Local Content Law three years ago. This Law has helped to institutionalize the development of sustainable local capacity in the Oil & Gas industry.
Emeka is the founder, Group Chief Executive Officer of the following companies:
OILSERV LIMITED: Pipeline/Facilities EPC & Maintenance Company (has wide ranging activities in the Niger Delta and across Nigeria; a major player in actualization of the Gas Master Plan in Nigeria – domestic gas distribution plan). OILSERV is ISO 9001:2008 certified. OILSERV LIMITED currently operates in other African countries, viz: Uganda, Kenya, Tanzania, Benin Republic and Togo.
FRAZIMEX ENGINEERING LIMITED: An Engineering design company (front end and detail engineering). Activities cover Pipelines, Facilities, Civil Engineering works, Instruments, Electrical, etc.
FRAZOIL EXPLORATION AND PRODUCTION (E & P) LIMITED: An exploration and production Company (E&P) and owner/operator of Block 3 Offshore Republic of Benin.
FRAZPOWER LIMITED: This is a Gas Development Company (Gas-To-Power).The strategic vision is to deliver at least 10 TCF of gas reserves in the next 10 years leveraging sources at varying levels of go-to-market readiness.
EKCEL FARMS LIMITED: This is an innovative industrial agricultural project, incorporating cassava and tomato farming with full industrial processing facilities. Farmland covers a total of 5,000 hectares (2,700 hectares are already allocated). The project is estimated to cost about $150m (One Hundred and Fifty Million Dollars), excluding land cost in the first phase. It will generate employment for over two thousand (2000) persons. The MOU between Anambra state Government and Ekcel Farms Limited was duly signed on 29th September, 2014 at Awka. Ekcel Farms Limited has affiliation with technical partners in Europe and Canada and has developed a blueprint that will aid massive Agricultural development, create employment and reduce poverty.
CROWN ENERGY RESOURCES LTD: The Company is a solids mineral extraction company. It is executing a Quarry project at Old Netim, Akamkpa Calabar, Cross River state of Nigeria. The company will promote quality production output, build the Local capacity and consolidate on Oilserv group overall investment strategy initiatives.
Emeka is a 1982 graduate of Electronics and Electrical Engineering from the University of IFE, ILE-IFE, Nigeria.
Emeka, a COREN (Council for the Regulation of Engineering) registered engineer, is a member of the following Professional bodies;

Emeka is the founder of Sir. Chukwuemeka Okwuosa Foundation, which among many contributions in education, road, erosion control, water, electricity infrastructure provision, etc, is building a N1 billion medical facility at Oraifite, Anambra State (Dame Nneka Okwuosa Medical Centre). He is a Knight of St. Christopher (KSC) of the Anglican Communion. He is married with three (3) children.
Emeka obtained a Bachelor Degree in Law and thereafter attended the Nigerian Law School in the year 1999 and was called to the Nigerian Bar in January 2001.
Emeka commenced active legal practice in the Port Harcourt based Oil and Gas Law firm of Dr. T. C. Osanakpo & Co as an Associate Legal Counsel, gaining experience in litigation and corporate legal practice.
Emeka thereafter joined the Shell Nigeria Exploration and Production Company (SNEPCo) in the year 2005 first as a Tenders Board Secretary and later as a Contract Specialist supporting various functions and Projects within SNEPCo, notably, the Bonga FPSO at closeout stage.
Emeka joined WorleyParsons/DeltaAfrik in the year 2009 primarily to support ExxonMobil’s US$2billion plus Major Integrity Programs(MIPS) as a Senior Contract Lead with focus on major Offshore / Onshore Pipeline and related Facilities Projects working out of both WorleyParsons/DeltaAfrik and ExxonMobil Project offices.
With over 16 years experience, Emeka has a deep knowledge of the oil & gas sector and a vast on-the-Job training and formal international training in managing major and high risk projects from Contract Management and Legal perspective with focus on ensuring project objective are achieved with minimal impact to all parties.
Emeka joined Oilserv in the year 2011 and have supported various Projects and functions within the Oilserv Group over the years.
He is a member of the Nigerian Bar Association, an affiliate of International Association for Contracts and Commercial Managers (IACCM) USA.
He holds the B.Sc (Hon) degree in Petroleum Engineering obtained in 1978 from The University of Ibadan. Served in the NYSC at the then Shell-BP in Warri (1978-79), working as a well-site engineer on land, swamp, and offshore rigs, which prepared him for full-time employment in NNPC.
He joined NNPC in August 1979 as well-site petroleum engineer and worked on oil rigs on land and offshore terrain. He was part of the field Teams that discovered many new offshore fields while working on offshore rigs and was also a member of the Team that discovered the NNPC’s flagship onshore (land field) – the Oredo Field – in 1980, which incidentally, was also the NNPC’s first direct development (1996).
He was a pioneer exploration team member for the Chad Basin exploration efforts, which began in 1983. His special skills are in well-designs, and he received the Group Managing Director’s Merit Award in 1986/87 for his efforts in designing the special water-base drilling fluid that was used in drilling the deepest (15,300ft) and hottest (350OF) well, Kinasar-1, without gelation problems downhole.
As the NPDC Project Manager for the Okono/Okpoho Fields Development in strategic alliance with Agip Energy Resources Limited, Okono field was put in production in eight (8) months from the commencement of field development works in 2001. This activity put NPDC/NNPC on the world map of offshore oil producers. The twin fields attained a peak production of 70,000 barrels of oil per day.
He was later appointed Technical Assistant to The Group Managing Director, in charge of upstream matters (2003 – 2007), as well as the General Manager, Special Projects, during which he played leading role in NNPC’s acquisition of three (3) oil blocks in Equatorial Guinea, during that country’s Bid Round of 2006.
In January 2007, he was appointed Executive Director (Operations) in NPDC. Although he spent only 10 months in NPDC, he literally put NPDC ‘back to work’ after almost 4 years of no field activity. During this short period, he worked assiduously and was instrumental to the company acquiring 3 drilling rigs (land, swamp and offshore) on contract for new drilling campaigns.
He was transferred to NAPIMS Division of NNPC as the General Manager, Joint Venture Operations. In this responsibility, he ensured Government’s investment in the oil ventures with the IOCs were prudently utilised and, most importantly, that the projects were most profitable for Government and the people of Nigeria. Most importantly, that the execution of the projects resulted in significant in-country value addition through involvement of Nigerians and capable Nigerian companies in all aspects of the works. In so doing, capacity is built, which can be exported, while significant numbers of employments are created. He held this position until his retirement in 2009 after 30 years of meritorious and unblemished service.
From June 2014 to date, he has been the Executive Director of FrazOil E&P Limited, coordinating the exploration of Block 3 offshore Republic of Benin, commencing from the negotiations of the PSC.
Also, from July 2018 to date, he has been Drilling Advisor/Consultant to NNPC’s Frontier Exploration Services (FES) for the exploration drilling of exploration wells in the Benue Trough (Gongola Basin) and the Chad Basin. His efforts here contributed immensely to the successful drilling of the first two commercial discoveries (Kolmani River II and the Kolmani River South East-1 wells).
Engr. Chukwuka is a COREN-registered Engineer (R3406), a member of the Nigerian Society of Engineers (03061). He is happily married and has four (4) children – three (3) boys and one (1) girl.
